You forget to do the most important step , editing grub's menu.lst file to point to your installation kernel
at grub screen highlight the install line,press "e","e" again,replace "(hd0,0)" with the partition where the files are copied,"enter",replace "cocker" with folder containig the installation files,"enter",repeat this with the other line ,then "b" to boot ;)
This Is The floppy for the installation as it just a grub boot floppy with the configuration file configured to point to boot the kernel for the installation process ,but it needs to be edited to point to the correct path of the kernel ie. the place where the cd's was copied

do you get it installed and it does that on reboot?
you're doing a fresh install, or are you dual booting?
the easiest way is probably to boot from cd / floppy then it gives you the option to install from HD
but it looks like a grub problem
