Also from the MCAP: Candidates shall present their technical capabilities in web development and administration, but otherwise are not allowed to campaign.

besides, it would be easy to detect such abuse.
maybe it is better to wait after the list is fixed and then ask the candidates to write a paragraph about their technical abilities.

frankly I don't believe the 5 admins where all too busy at the same time, so the biggest defence against the how much time thing is to pick an admin team that will work together as a team, not let two handle all the work.

remember candidates are not allowed to campaign or promote themselves just say the skills you got.
